How do I bid on a GeM tender as a first-time seller?

Search live bids on GeM, download the RFP, prepare a technical bid (documents + declarations) and a financial bid (your quoted price), then submit both digitally using your Class 3 DSC before the closing time. First-time MSE bidders should target small-value bids (below ₹5 lakh) in their exact product category to build past-performance credentials.

Step 1 — Find the right tender

Use GeM's Bid Search with filters for your product category, MSE reservation, geography and estimated value. As a first-time bidder, filter to bids under ₹5 lakh in your exact category — you're competing against fewer established sellers and building track record.

Step 2 — Read the RFP carefully

Every RFP has three make-or-break sections: Technical eligibility (turnover, past experience, certifications), Scope of supply (exact specifications, quantities, delivery locations) and Special terms (delivery timelines, penalty clauses, payment milestones). If you don't meet even one technical criterion, do not bid — bid disqualification hurts your seller rating.

Step 3 — Prepare the technical bid

Upload: Udyam certificate, GST, PAN, past-performance certificates matching the RFP, product datasheets, OEM authorisation (if reseller), and any tender-specific declarations. Tick every MSE benefit checkbox that applies. Missing a single mandatory document = auto-rejection.

Step 4 — Prepare the financial bid

Quote your all-inclusive rate (product + GST + delivery). Use the reverse-auction assumption: on many GeM bids the L1 price is pushed down further in a live auction after bid opening. Leave enough margin to survive one round.

Step 5 — Submit before closing

Digitally sign both parts using your Class 3 DSC. Submit at least 6–12 hours before the closing time — server load in the last hour has cost bidders their submission.

Step 6 — Reverse auction (if invited)

Technically qualified bidders are called to a live auction. Have your walk-away price decided before you enter — the auction interface is designed to push you.

After you win

GeM issues a Contract/PO within 1–3 days. Read delivery terms carefully; late delivery attracts liquidated damages and a lower seller rating.
