MSE Benefits & Exemptions on GeM You Should Be Claiming

Public procurement policy in India treats Micro & Small Enterprises as preferred suppliers — but the benefits are only as good as your ability to claim them. Here's what every MSE selling on GeM should know.

Price preference. Under the Public Procurement Policy, MSEs whose quoted price is within 15% of the L1 (lowest) bid can be awarded a portion of the order at the L1 price, provided they're willing to match. This is significant on multi-quantity tenders.

EMD exemption. Most categories on GeM exempt MSEs from Earnest Money Deposit. You'll still need to declare and prove your MSE status, but the cash flow saving is real, especially for high-value tenders.

25% reservation. For tenders below ₹200 crore, 25% of the procurement value is reserved for MSEs, with sub-quotas of 4% for SC/ST-owned and 3% for women-owned enterprises. Tagging your Udyam correctly opens these doors.

Make in India preference. Class-I local suppliers (≥50% local content) get an additional preference layer. Document your local content calculation and keep the certificate handy.

Startup benefits. DPIIT-recognised startups get further exemptions including prior turnover/experience waivers on many tenders.
